Heel cap are the rubber part of the heel - Heel blocks are the stacked leather portion of the heel. Standard Resoling is just the sole and heel cap, if the heel block needs to be replaced as well then that will be an extra $15. If the welt of the boot is cracked it will need to be re-welted to get resoled.
